Analysis of V2X services on the Uu Interface

This WI is proposed to provide an Information Report about:
- To research and review various projects and works for V2X applications using the Uu interface what’s been done before (Smart ITS 2.0 project in Seoul city )
- To identify the usefulness of Uu interface for the V2X services
- To list concerns of using the Uu interface for the V2X services and to find ways to address those concerns
- To find use cases and scenarios which can be appropriate to use the Uu interface as the V2X access technology
- To find use cases and scenarios which can provide more enhanced V2X applications to many road users if using the Uu interface combined with the short-range communication
- To analyze which part needs to be standardized in the ITS architecture based on the USDOT reference model, when it is including the Uu interface
- To investigate whether the standards developed with the assumption of short-range communication can be reused for the Uu-based operations as they are, analyze what changes are necessary to facilitate the use of Uu interface (e.g., the amount of data traffic, triggering conditions), and identify areas for potential future standardizations
Rationale: Various V2X messages have been specified in SAE standards to support different types of V2X applications. Such SAE standards have been developed on the assumption that those V2X messages are locally broadcasted to other road users via the short-range communication.
Needs for utilizing such V2X messages to provide various types of V2X applications are increasing, but not many road users are capable of a short-range communication. On the other hand, multitude of road users can utilize the long-range communication which has been deployed over the years. There have already been various projects and works to utilize SAE standard V2X messages via the long-range communications to provide such V2X applications. In this respect, using the long-range communication (i.e., Uu interface) can be considered as one of methods to provide V2X applications for road users not capable of a short-range communication, though there are different natures between the short-range and long-range communications.
