Data Set Requirements and Design to Support Traffic Signal Information Enabling Applications

The report specifies a data set (DS) to be provided by connected signalized infrastructure (CSI) to connected vehicles (CVs) to support traffic signal related application information at locations other than typical intersections. Included are a concept of operations, requirements, design, and DS structure definitions developed using a detailed systems engineering process.
Rationale: There is a need to provide traffic signal information, e.g., signal phase and timing, at locations other than typical intersections, which have been the focus of the existing message set. Having a common data set definition for a broad range of traffic signals will enable earlier application support for these signals, and the locations they are deployed, as opposed to having unique data set definitions.
