V2X Message Sets Relating to School Bus Slowing and Stopping

This document defines an application interface that supports sharing of school bus status information such as student loading/unloading, students crossing, and other school-bus related actions. With the goal of increasing safety of students during this portion of their journey to/from school and school activities, this document provides support for corresponding V2X applications related to school bus safety, especially when slowing and stopping.
Rationale: The National Transportation Safety Board (NTSB) believes that it remains a safety priority that school buses be included in performance standards for connected vehicle technologies. Given their special operating features school buses must be uniquely treated.
