Document provides instructions for users to apply AE-2 documents to launch vehicles. Scope is limited to launch vehicles subject to atmospheric electrical threats.
Rationale: Current AE-2 charter is for aerospace vehicles, but document titles, examples, and much of the content is centered around airplanes. The same standards can be used for launch vehicles (especially multiple-stage rockets), with some key differences due to different safety rules that apply to FAA launch licensing (Part 450) vs airplane certification (part 25).
