Development of ECE R51.03 Noise Emission Regulation

This paper will examine the regulatory development process, discuss the technical principles of the Economic Commission for Europe (ECE), R51.03 test, and discuss the overall objectives of the ECE R51.03 noise emission regulation. The development of this global noise emission regulation was a multi-stakeholder process which has resulted in new test procedures and new noise emission regulation principles. New test procedures based on ISO 362-1:2015 move the test basis to representative in-use noise emission, independent of vehicle propulsion technology. As part of the regulatory development, a monitoring program was conducted by the European Union to assess the applicability of the proposed test to provide representative vehicle noise emission results. The monitoring results also provided the basis to determine equivalent stringency between the test procedures of ECE R51.02 and R51.03.

Electric Vehicle Detectability: a Methods-Based Approach to Assess Artificial Noise Impact on the Ability of Pedestrians to Safely Detect Approaching Electric Vehicles

Hybrid and electric vehicles (HVs and EVs) have demonstrated low noise levels relative to their Internal Combustion Engine (ICE) counterparts, particularly at low speeds. As the number of HVs/EVs on the road increases, so does the need for data quantifying auditory detectability by pedestrians; in particular, those who are vision impaired. Manufacturers have started implementing additive noise solutions designed to increase vehicle detectability while in electric mode and/or when traveling below a certain speed. A detailed description of the real-time acoustic measurement system, the corresponding vehicular data, development of an immersive noise field, and experimental methods pertaining to a recent evaluation of candidate vehicles is provided herein. Listener testing was completed by 24 legally blind test subjects for four vehicle types: an EV and HV with different additive noise approaches, an EV with no additive noise, and a traditional ICE vehicle.

Evaluation of the Revised ISO362 Standard for Vehicle Exterior Noise Measurement

The International Organization for Standardization (ISO) has developed a new measurement procedure, ISO362:200X, for vehicle exterior noise. This proposed standard covers motorcycles, light duty vehicles, and heavy-duty vehicles. The intent of the new procedure is to measure vehicle noise consistent with typical urban operation. SAE has conducted a cooperative research program to evaluate the new ISO procedure for light duty vehicles with regard to the intent of the procedure, technical, and practical considerations. The results of the cooperative research program indicate the new ISO procedure meets the intent of measuring typical traffic noise and does so in a technically correct and practically achievable manner.

Revised ISO 10844 Test Surface: Technical Principles

ISO has revised the 10844 International Standard for test surfaces used in measurement of exterior vehicle and tire noise emission. The revision has a goal to reduce the track to track sound level variation presently observed by 50%, without changing the mean value. ISO has incorporated improved texture measurement procedures, improved acoustic absorption measurement procedures, and has added measurement procedures for track roughness. In addition, specifications for texture, absorption, roughness, planarity, and asphalt mix were revised or added to recognize improved technical methods and to achieve the goal of variation reduction. The specification development was supported by a construction program where four candidate ISO 10844 tracks were constructed in Japan, France, and the US to verify the technical principles and to validate construction process capability. This paper will address the technical changes and reasons for these changes in the revised ISO 10844.
